Badbee’s note: I’m 99% sure that the second line is referencing the proverb “風が吹けば桶屋が儲かる”/”kaze ga fukeba okeya ga moukaru”, [lit. if the wind blows the bucket makers prosper​] which means any event can bring about an effect in an unexpected way. In Chibodee’s case, “if the wind blows, bourbon and gambling”, so I chose to interpret that as him being able to find those things, regardless of circumstance, but there is also a case for “stumbling into unexpected bourbon and gambling”, so you can use whichever interpretation suits you.
